Campion Restores Compliance at Ballaghveny Landfill

Campion Pumps were engaged by Tipperary County Council to support a major environmental rehabilitation project at Ballaghveny Landfill. The site had been closed following the detection of groundwater pollution, which resulted in the loss of critical operational capacity for the Council.

The challenge was to design and implement a treatment and monitoring system that would bring the site back into compliance with strict EPA standards, and ultimately support its reopening.

With large portions of unused landfill space still available, reopening the site was not only an environmental concern but also a commercially important objective for the Council.

Campion’s role was to deliver a comprehensive solution that would manage pollution risks, restore regulatory compliance, and provide the council with full visibility and long-term operational confidence.

The Challenge

Tipperary County Council got in touch with us after Ballaghveny Landfill was shut down due to pollution concerns. Groundwater contamination meant the site couldn’t operate, and, with a lot of unused space still available, that presented both an environmental and commercial problem.

The Council needed a reliable way to manage and monitor pollution to meet EPA standards. If Campion Pumps could prove it was possible to get the issue under control, there was a real chance the site could reopen – something that’s almost unheard of for a closed landfill.

The Solution

Campion Pumps engaged in a collaborative process with the Council and an external consultant to evaluate potential solutions. This initial phase of exploration was critical to developing the effective strategy that was subsequently implemented.

The new setup included:

  • Smart pumps and sensors to monitor and control leachate levels
  • Custom-built control systems to manage what was happening underground
  • A full telemetry and data system to track performance
  • Our Campion Connect SCADA platform to tie it all together

Use of Campion Connect

Campion Connect gave the Council a full live view of what was going on across the site. From water levels to system performance and made it easy to generate reports, track trends and get alerted to any issues.

A tailored control strategy was also developed to ensure everything was working in sync. After the initial success, Campion Pumps were asked to carry out a second phase of work, this time upgrading the site’s leachate monitoring, pumping and storage infrastructure. Building on this, we successfully executed a second phase to modernise the site’s leachate infrastructure, delivering a complete, start-to-finish solution.

The Outcome

Over the following 24 months, independent testing was carried out by accredited labs. The results spoke for themselves – pollution levels had dropped, and the system was doing its job. That led to something that doesn’t happen often: the EPA gave the green light for the landfill to reopen.

For Tipperary County Council, that meant they could put the unused space back to work and make the site financially viable again. Here is what the new system delivered:

Looking Ahead

This project demonstrates that even the most complex environmental challenges can be successfully resolved with specialised expertise and a strategic, adaptive approach.
